The Georgia Transportation Alliance is lead by a steering committee, executive committee, and board representing over 100 years of experience across the entire transportation industry. These dedicated professionals are the driving force behind GTA’s status as a public policy leader in Georgia. Those professionals also serve in a variety of civic and leadership positions in Georgia’s business, civic, and non-profit worlds. 

Seth Millican Executive Director, Georgia Transportation Alliance
Prior to joining the Georgia Transportation Alliance, Seth worked as Vice President of Public Affairs at Brock Clay Government and Public Affairs. He began his career working in various staff positions in the Georgia General Assembly. Seth earned his B.S. in Social Sciences from Thomas Edison State College. He’s married to his high school sweetheart, Kara, and they have three children: KJ, Eden Grace, and Gabriel. Seth loves Georgia sports teams, hunting, books and writing (on politics and culture), his faith, and his family.

Seth has been recognized in various publications for his work on behalf of political causes and policy related initiatives. He was appointed by Governor Nathan Deal to Chair the Georgia Athletic and Entertainment Commission and also serves on the board of the Georgia Wildlife Federation. He is also a member of the American Enterprise Institute’s Leadership Network.

John D'Andrea Chairman, Georgia Transportation Alliance- Legislative Affairs Manager, Georgia Power Company
John D’Andrea is the Director of Legislative Affairs for Georgia Power. He is responsible for state political activities as well as monitoring state legislation and its possible impact on the company’s customers.

Prior to this role, D’Andrea served as region manager for Georgia Power’s Metro South Region where he was responsible for providing overall leadership for operations, sales, customer service, economic and community development, and external affairs to more than 258,000 customers in the southern crescent of metropolitan Atlanta.

D’Andrea began his career with Georgia Power in 1982 and has extensive experience in both the regulated and unregulated business units. During his career, he has served in a variety of leadership positions in marketing, customer service, local area management, distribution, economic development and regulatory affairs.

Frank Morris Vice Chair, Georgia Transportation Alliance-Vice President, Public Affairs, United Parcel Service
Frank Morris currently serves as Vice President for Public Affairs for UPS. He and his family moved to Georgia from South Carolina several years ago, and Frank is active on a number of corporate and non-profit boards and foundations.

David Moellering Vice Chair, Georgia Transportation Alliance Executive Director, Georgia Highway Contractors Association
Dave Moellering currently serves as the Executive Director of the Georgia Highway Contractors Association. He, his wife Talli, and three daughters live in Cumming, Georgia.

Michael Sullivan Immediate Past Chairman, Georgia Transportation Alliance - President and CEO, ACEC Georgia
Michael L. “Sully” Sullivan is the President & CEO of ACEC Georgia. Prior to joining ACEC Georgia in August 2012, Sully was an attorney and equity partner at Andersen, Tate & Carr, P.C., one of Metro Atlanta’s largest full-service law firms, where he headed up the Government Relations, Land Use & Zoning practice and represented clients in all types of government relations matters at both the state and local levels. 

Chris Clark President and CEO, Georgia Chamber of Commerce
A Georgia native, Chris Clark received his bachelor’s degree from Georgia Southern University and his master’s degree in public administration from Georgia College and State University.  Prior to joining the Georgia Chamber, Chris served as Commissioner of the Georgia Department of Natural Resources and the Georgia Environmental Finance Authority and as Deputy Commissioner for the Department of Economic Development.  Before his state service he was the President of the Fayette County Development Authority and CEO of the Hawkinsville-Pulaski County Chamber of Commerce.

Conner A. Poe Regional Vice President, Norfolk Southern
A proud native of Crabapple, GA and graduate of the Milton High School, Conner received his bachelor’s degree from the University of Georgia in Athens in 2001 where he triple majored in Political Science, Sociology and Economics. While in Athens, Conner was 1998 inductee into Alpha Mu chapter of Pi Kappa Alpha fraternity. Following graduation, Conner decided to forgo further education and took a job with the National Rifle Association (NRA) in Fairfax, VA as a National Field Director where he was responsible for political activity and training in 13 states. Following his time at the NRA Conner managed several congressional campaigns across the country, including a brief time in Arkansas where he met his beautiful bride Aleshia of 12 years. Since 2005, Conner has been a fixture at the Georgia Legislature serving various industries including a 10 year run as the President & CEO of the Outdoor Advertising Association of Georgia (OAAG). In early 2017, Conner accepted a position to lead all Government Relations operations for Norfolk Southern Railroad in Georgia & Florida succeeding one of his mentors, Mr. Joel Harrell. Conner currently serves on the boards of the Georgia Chamber of Commerce, The Georgia Transportation Alliance and is active on the Florida Freight Advisory Council, Georgia Railroad Association and Operation Lifesaver. Conner is a 2014 graduate of the prestigious Leadership Georgia program. He remains active in his community where he has served as head of both the Lumpkin County High School Football & Wrestling boosters. Conner resides in the Lumpkin County area with his wife Aleshia and children Zane (16), Grace Ann (11) and Logyn (5).

Craig Camuso Regional Vice President of State Government Affairs, CSX Transportation
Craig is the Regional Vice President of State Government Affairs for CSX Transportation, the largest Class I railroad east of the Mississippi River, overseeing the company’s government relations and public affairs activities in a seven-state region. Craig resides in Lawrenceville.

Harold Bevis Delta Airlines, Inc.
Harold Bevis is vice president of Public Affairs for Delta Air Lines at its world headquarters in Atlanta, Georgia. An Atlanta native, Bevis joined the airline in 1965 as an Avionics Technician after serving four years in the United States Air Force. After transferring to the Marketing Division and being elevated to numerous jobs of increased responsibility he was named Vice President-Public Affairs in 1989.

Michael Bell Chief Financial Officer, C.W. Matthews Contracting, Inc.
Michael is the Chief Financial Officer of C.W. Matthews Contracting, Georgia’s largest family owned road contracting company. C.W. Matthews has been in business since 1946.

Jim Stephenson President and CEO, Yancey Bros. Co.
James E. (Jim) Stephenson is President and Chief Executive Officer of Yancey Bros. Co., which provides Caterpillar and Blue Bird Bus Co. products and services throughout the state of Georgia. Jim serves on several boards and advisory councils, including: The Wesleyan School, Shepherd Center, Grady Memorial Hospital, Piedmont Bank, the Metro Atlanta Chamber of Commerce, and the Georgia Transportation Alliance. He is a member of the Rotary Club of Atlanta.

Jimmy Fleming President, Southeast Division at Vulcan Materials Company
Jimmy Fleming is Vice President of Permitting & External Affairs for Vulcan Materials Company. He is based in Atlanta, Georgia. He is a 30 year employee of Vulcan having worked in the areas of community and government affairs and Human Resources. Previous to his employment with Vulcan, he worked for U.S. Congressman Elliott Levitas and the DeKalb Chamber of Commerce. Jimmy graduated from the Terry Business College at the University of Georgia. He and his wife Candy have two boys and reside in Dacula,
Georgia.
